26 March 2008 Pristina _ A plan for partitioning Kosovo along ethnic lines proposed by Serbia’s Minister for Kosovo, could be a basis for talks, the Deputy Head of UN Mission in Kosovo, UNMIK, said Tuesday.
“The content of the letter is being discussed in New York, but we have not received any response yet,” Larry Rossin said, referring to the plan proposed by Belgrade’s Minister for Kosovo, Slobodan Samardzic, who forwarded the proposal to both UNMIK and the UN headquarters in New York for consideration.
“Many points of the letter do not agree with the Resolution 1244 of the UN Security Council,” Rossin said, in reference to the resolution passed at the end of the 1998-1999 conflict between Serb forces and Kosovo’s ethnic Albanian majority under which the UN has administered Kosovo.
However, Rossin added that “the proposed plan can be a basis for discussions with Belgrade.”

Serbia has refused to recognise Kosovo’s declaration of independence which was declared on February 17. More than 30 countries have recognised Pristina’s move so far.
UNMIK: Samardžić proposal could be basis for talks, Tanjug
PRIŠTINA — Larry Rossin says that Slobodan Samardžić’s proposal could be the basis for talks between Belgrade and UNMIK.
The deputy UNMIK chief said that the Serbian proposal was currently in New York, from where instructions were being awaited for further action, although “many parts of the plan are not in line with UNMIK’s mandate.”
Rossin refused to speak of dissension between himself and Kosovska Mitrovica Regional Administrator Gerald Galluci over last week’s UNMIK police/KFOR operation at the courthouse in the northern part of the town.
He said that it was an internal UNMIK matter.
The U.S. diplomat met yesterday with Kosovo Local Government Minister Sadri Ferati, who informed him that the Kosovo institutions were working on the final preparations for the local government and decentralization process, though UNMIK and EULEX’s assistance was essential for the successful completion of the process.
On March 16, Kosovo Minister Samardžić presented Rossin with a draft Agreement on Common Implementation of UN Security Council Resolution 1244 between UNMIK and Serbia.
Samardžić said earlier that the proposal had been developed in cooperation with the Foreign and Kosovo Ministries, and was part of the Action Plan adopted by the government.
