UN Secretary General Cannot Violate the UN Charter

“Russia is convinced that United Nations Secretary General Ban Ki-moon will not give the green light for the deployment of the EU mission to Kosovo-Metohija province, because that way the UN itself would violate the Security Council Resolution 1244,” Russian Ambassador to the European Union Vladimir Chizhov said in Brussels on Wednesday.

Asked by the Serbian news agency Tanjug about the possible role of the Ban Ki-moon in “coordinating the unilateral independence” of southern Serbian province with the EU, Chizhov responded that Russia does not expect Secretary General to get involved in something like that.

“He will not do anything that would legitimize the actions in violation of the Resolution 1244 and I’m certain he is fully aware of the complexity of the situation,” Russian Ambassador said.

“The EU police and judiciary mission is definitively impossible,” Chizhov stressed.

Serbian Kosovo Province will Never Become Fully Independent

“The unilateral or the ‘coordinated independence’ of Kosovo is pointless, because in practical terms Kosovo can never become the member of the United Nations, OSCE or of the Council of Europe. In other words, it will never get anything more than it could have gotten if Pristina accepted Belgrade’s essential autonomy proposal,” Russia’s EU Ambassador assessed.

“Even if it would be recognized by the individual states, that will be of no use in reality - Kosovo can never become the UN member, member of OSCE, or the Europe’s Council,” underscored Chizhov.

“They might be able to form certain ties with the international institutions, such as the World Bank or the International Monetary Fond, but that means it would gain nothing more than what Belgrade offered to Kosovo Albanian separatists during the status negotiations,” Chizhov said.

War Criminal Thaci’s Statements About Brussels and Washington Giving the Green Light Quite Worrisome

Russia’s EU Ambassador said that Moscow is concerned with the statement frequently issued by the war criminal Hashim Thaci, allowed to be appointed a provisional prime minister in the Serbian province’s interim government by the UNMIK/NATO, that Albanian separatists are only awaiting the green light from Brussels and Washington for the unilateral declaration of province’s independence.

“We are not giving up the hope we can prevent the planned sequence of events,” Chizhov said, adding that Moscow will use “all available diplomatic means” to prevent the violation of the international laws.

He assessed that the recognition of the independence of Serbian province of Kosovo-Metohija would be a thorn in relations between Russia and those EU members who would extend recognition, and that such development would have immense consequences for the international order. Kosovo-Metohija will, according to Ambassador Chizhov, be the main subject of the EU-Russia ministerial summit next week in Slovenija.

Recall the Cyprus Precedent

Vladimir Chizhov expressed hope that the EU member states will refrain from moves that are contrary to the international law, such as recognition of the unilateral independence by the Albanian separatists from Kosovo-Metohija and would, instead, recall the precedent set in November 1993, when the UN Security Council Resolution 541 was adopted, requesting from the UN members not to recognize the unilateral independence of the Northern Cyprus, populated by the Turks.

After that, not a single EU member-state has recognized the Northern Cyprus as an independent state, and Cyprus was formally received into the European Union in 2004, with the full respect of its territorial integrity.

Russia most certainly would not recognize the independence of Serbian Kosovo province, the Russian Ambassador said, stressing that Moscow supports continuation of negotiations and has, in that context, presented the roadmap in the UN Security Council which suggests the concrete steps that would help reach a sustainable, mutually acceptable solution.

NATO Should Watch Its Step in Kosovo-Metohija

“In case KFOR (NATO) troops would use force against the Serbs who would oppose the imposed independence of the province, they would have crossed the line and violate the UN Security Council Resolution 1244,” Chizhov warned. In that case, Russia would immediately request the meeting of the NATO-Russia Council, said Chizhov.

He stressed that the legal base for KFOR to be deployed in Kosovo-Metohija province is the United Nations mandate and the Security Council Resolution 1244. Using force against the Kosovo Serbs who would oppose independence would represent KFOR’s violation of the Resolution 1244. This would be a step too far for KFOR, Chizhov warned.

  1. To take over rulership in Kosovo Thaci 16 % mandate Is much Less than Dr Rugovs mandate twenty yrs ago . So democracy has been on a steady deline in Kosovo . If the Albanians would have voted in the Serbian electon ,Tadic could have had a 60 percent mandate and may even be able to take controle of parliment . If the United States ran america like we want to run Yugoslavia we could have real freedom , We should have a solid Roman catholic State , A large baptist state , methodist State , on and on . Or maybe we could have a aisian State , a indian state , a africian american state , a muslim state . We could have a lot more states then we have , and give each one of them independence . Why dont we give independence to N America first and than give independence to Kosovo .
